The Second Planetary Congress of Biospheric Rights; the work of transition to the noosphere has just begun. At the first Congress ten years ago, the rights of the biosphere were declared under the principle of Pax Cultura-Pax Biospherica. Now we have the next stage, Pax Noospherica and the birth of the new human type, homo noosphericus. The presence of the spiritual leader of Altai planted the cause of the creation of the Republic of Altai as the world’s first noospheric preserve into the heart of the movement to conclude the biosphere-noosphere transition, to the rainbow glory of the Earth, in 2012. Ask not what your planet can do for you, but what you can do for your planet is the affirmation of this Congress. While many brilliant speakers made precise the problems – and solutions – to the biospheric crisis, the three commissions – Operation Earth Rescue, Permanent Biospheric Congress, and Noospheric Assembly – were formed with their mandate to create the new order of the Earth people’s common cosmic culture by 2012. The preparation for the noosphere and the coming of cosmic civilizaation and cosmic consciousness was made totally clear. The path is ready. The great spiritual exertion is all that is required.
